This report contains important scientific and technical information pertaining to various aspects of watershed resources, water quality, water supply, habitat, competing uses and environmental stressors. The Characterization Report provides, in large part, the scientific basis for CCMP Action Plans. It was prepared by the Barnegat Bay National Estuary Program Science and Technical Advisory Committee and completed in January 2001.
